Do GENES affect the performance of HAIR GROWTH.?

I just cut my hair because it was really damaged. And I hve been looking of methods you could use to grow hair back fast( e.g take extra vitamins, use all natural products, eat well etc..). But i'm worried that my hair won't grow as fast as I want it to grow even if i suffer to do all these changes to increase my hair growth rate. I think slow hair growth runs in my family( I have some african heritage in my blood).
So even if I suffer to eat well and take all these vitamins and buy all theese natural expensive products...will my hair still grow as slow as it has always been doing?
