How do I use the Hesh Neem Herbal Powder to get rid of my dandruff?
Do I make a paste as if I'm going to apply it on my face, and use it like that on my scalp? Also, after applying this Neem Powder, am I supposed to use a shampoo? AND, if my hair is black, it won't change the color---will it?

Yes make its paste with water or its best if u can just mix it with little curd, it would stay better that way on scalp. Apply it for 1 hour n then wash with water. Do this at night, next day in morning u can use shampoo. 
N it wont make ur hair white. Good luck

for dandruff you need to apply it directly on the scalp, just wet your hair then apply. then wash your hair as normal using a good conditioner. hope this helps : )
